【Brownbag】Did Anti-Pandemic Policies Hurt the Economy in the Short-Run?

  • 演講摘要 : Using comprehensive data of US establishments, this paper studies the causes of the unprecedentedly sharp decline in employment during the COVID-19 pandemic. We find that businesses reliant on in-person activities lost more employment, demonstrating the importance of work-from-home arrangements in mitigating the economic impact of the pandemic. We show that the government policies intended to limit in-person interactions led to sharper employment declines: businesses subject to mandatory business closures and stay-at-home orders experienced sharper reductions in employment. These patterns are presented across states and establishment size categories. Furthermore, using industry-by-county level analysis, we investigate the role of establishment exit in the employment losses related to teleworkability, mandatory business closures, and stay-at-home orders.
