演講摘要 : Scoring systems increasingly govern access to scarce resources, and because many of their inputs can be reported with discretion, they invite gaming. We examine whether competition increases such gaming in the market for deceased-donor lungs. Exploiting a 2017 redrawing of allocation boundaries that exogenously changed each center's competitors, we find no evidence that competition led centers to manipulate patient priority, even for the most discretionary inputs. The null reflects the scoring rule's design: manipulable inputs are weighted too little to move priority, while heavily weighted inputs are verifiable. Competition's power to distort non-price allocation depends on how a score weights manipulable versus verifiable inputs.
