This paper theoretically and empirically analyzes the dynamics of the #MeToo movement. We develop a dynamic model that highlights key factors shaping reporting behavior. The calibrated model predicts that current reporting increases with accumulated prior reporting, decreases with greater power asymmetry between perpetrators and victims, and declines as more time elapses since the incident. We provide empirical support for these predictions using two novel datasets on sexual miscon-duct cases with identified perpetrators in various sectors and in church settings. Finally, we conduct policy analysis and show that disclosure rules can help trigger reporting waves, whereas overly strict disclosure thresholds may suppress reporting. We also find that optimal financial compensation should vary across sectors, with stronger support required as victims face weaker outside options.
