演講摘要 : The relationship between r and g, where r is the real interest rate on household savings and g is the real GDP growth rate, is a key to the optimal labor income tax that depends on age. When the economy has r close to g, the optimal labor tax maximizing welfare exhibits almost no explicit age-dependence, whereas the optimal tax decreases with age when r < g and increases with age when r > g. Most welfare gains from age-dependent labor taxation stems from the r − g channel and general equilibrium effects that amplify this channel, rather than efficiency improvements such as reduced distortions in life-cycle labor supply or enhanced risk-sharing between households.
