演講者簡介 : Professor Terry Cheung received his Ph.D. in Economics from Washington University in St. Louis in 2018. He is currently an Assistant Research Fellow at the Institute of Economics, Academia Sinica. His research interests are Macroeconomics, International Economics, Growth and Development, and Labor Economics.
演講摘要 : Education policy promotes human capital accumulation and drives structural transformation, while structural transformation influences the effectiveness of education policy by shaping the demand for human capital. We develop a life-cycle model with heterogeneous, financially constrained agents to study this interaction in general equilibrium. Quantitatively, education policy alone explains over 10% of the U.S. agricultural employment decline in the past century, with 17% of productivity gains and 16% of welfare improvements arising from labor reallocation. Policy effectiveness varies: in low-income countries, weak human capital demand limits its impact; in high-income countries, greater private investment diminishes policy gains.
