Working Paper Abstract : The theory of Shift-Share design assumes perfect substitution across skill groups. This paper investigates the validity of instrumental variables in a context where skills are imperfect substitutes and industries vary by skill intensity. I demonstrate that the previously established identifying conditions are no longer sufficient and that identification requires an additional moment restriction. I propose a re-centered approach that remains valid. Applying this approach to various empirical settings, I find evidence suggesting that it can reduce bias in certain contexts.
