IPRs, Innovations and Economic Development at Different Stages: A Latecomer Perspective

演講者簡介 : Prof. Lee received his Ph.D. in Economics from University of California, Berkeley. He is currently a Professor of Economics at the Seoul National University. His main research interest is Economics of Catch-up.
演講摘要 : This keynote speech will address the roles of different forms of intellectual property rights (IPRs) and the level of IPR protection in economic development of countries and in firm growth. It will draw upon the recent works of Keun Lee and others, such as Kim et al (2012, RP), Shin et al (2014, World Economy), Kang et al (2016). First, it emphasizes the effective role of petit patents (called utility models) in economic growth of lower income countries (and their firms) where regular patent protection has no significant role, differently from the cases of higher income countries. Second, it observes that stronger IPR protection in the North tend to hurt exports from not every country in the South but only those who are catching up more successfully. Third, there would be two modes of catch-up by the latecomer firms, the one relying on patent-driven path, and the other relying on trademark-driven path, and the choice of the paths depends upon the nature of knowledge of sectors (such as tacit or explicit knowledge).
