演講者簡介 : Professor Chiang received her Ph.D. in Economics from Brown University in 2008. She is currently an Assistant Professor at National Taiwan University. Her research fields are Political Economy, Public Economics, and Labor Economics.
演講摘要 : The SARS epidemic, which struck Taiwan in 2003, caused a major disruption to the health care system. Both outpatient and inpatient visits in May and June of 2003 declined by 30-40 percent, as people sought to avoid the risk of SARS in health care facilities. In this study, we examine the impact of SARS on non-SARS mortality through the channel of decreased health care utilization. We first find that during the SARS epidemic, while 82 people died of SARS in Taiwan, the epidemic is also associated with around 1042 additional non-SARS deaths. We then combine comprehensive data on health care claims from the BNHI with mortality records to estimate the impacts of disrupted treatments on mortality in the long run. We find that for people with medical conditions right before SARS, if their hospital visits frequency drop during the SARS, their mortality within the following 6 years will be higher.
