演講摘要 : This paper considers an endogenous-growth model characterized by three parameters, indexing respectively the degree of Leviathan, positive spillovers, and tax competition. We explore the growth and welfare effects of these three parameters in the context of fiscal centralization (FC) versus fiscal decentralization (FD). It is shown that FD always dominates FC in economic growth. However, the relative level of social welfare between FD and FC is non-monotonic. We show that (i) in the absence of spillovers, FD dominates FC in welfare if and only if the degree of tax competition is below a threshold that is increasing in the degree of Leviathan, and (ii) in the presence of spillovers, FD dominates FC in welfare if and only if the degree of tax competition falls within an intermediate range that decreases as the degree of spillovers increases and disappears completely if spillovers are severe enough. We briefly discuss policy implications in light of our findings.
