演講摘要 : Taiwanese agricultural producers lack access to formal insurance and derivative markets for the management of production risk and rely heavily on government disaster assistance in times of catastrophic losses due to typhoons, droughts, and floods. Many developed countries, including the U.S.A, have attempted to replace disaster assistance with crop insurance programs in order to reduce costs and improve individual risk protection. In this presentation, I provide an overview of the U.S. crop insurance program and argue that its traditional multi-peril crop insurance contract would not be feasible for Taiwan. As an alternative to multi-peril crop insurance contracts, I propose the introduction of index insurance contracts that would indemnify Taiwanese agricultural producers based on the value of some objectively observable variable that is highly correlated with agricultural losses. I present two examples of index insurance programs that might serve as models for the development of innovative agricultural risk management programs for Taiwan: area-yield index insurance and ENSO index insurance.
