演講摘要 : While disability has been often associated with poverty, quantitative evidence is scarce in developing countries. This is in part because relevant data are not available in developing countries. Socioeconomic survey data used for poverty analysis typically contain, if at all, a very small number of observations for disabled people. Thus, deriving reliable poverty measures for disabled people is very difficult. We develop two methods to estimate robust poverty measures for disabled people. These methods are built upon the small-area estimation method developed by Elbers, Lanjouw and Lanjouw (2003), which combines a survey and a census. Direct application of their method to disabled people is difficult because it requires information on disability in the survey. We overcome this problem by aggregation or approximation so that we can apply the small-area estimation even when disability information is absent in the survey. Our results from Tanzania suggest that the two methods we propose can work well.
