演講摘要 : This paper studies the relative importance of institutions and policies vis-a-vis factor endowments in explaining the locational choice of foreign investors. Using unique panel data for the whole set of transition countries during the 1990s, we find that the main determinants of foreign direct investment (FDI) are institutions, the existing level of FDI, and trade openness. Furthermore, we find important differences between the Eastern European and Baltic countries, on the one hand, and the CIS countries on the other: In the latter group, abundance of natural resources and adequate infrastructure matter, whereas the existing level of FDI is important for the former group.
