Intermediate Inputs and the Measurement of Import Substitution

  • 演講摘要 : In an interested paper, Morley and Smith (1970) proposed a refined measurement of import substitution, which has since become most widely used in the literature. Upon recognizing that the traditional approach introduced by Chenery (1960) takes only the direct effect of imports into account, Morley and Smith expanded the concept of imports to include the intermediate input demands generated by import substitution. In this note, we will show that Morley and Smith’s measurement of import substitution is valid only when all imports of a country are just for final consumption, and more importantly, propose a new measurement of import substitution for the case that some of imports are for intermediate inputs. Our measurement is a generalized one since it includes Morley and Smith’s as a special case. Moreover, we provide a way to measure two kinds of import substitutions from final consumption and intermediate input separately .
