R&D, Technology Transfer, Technology Adoption and Productivity Growth of Taiwan's ICT Firms

演講摘要 : This paper studies the effects of R&D, technology transfer and technology adoption on productivity growth of Taiwan's listed ICT firms in the 1990s. The growth accounting index of total factor productivity, the Malmquist productivity-change index and labor productivity are used to measure ICT firms' productivity. The R&D expenditure to sale ratio measures R&D activity. The exports to sale ratio and the technology transaction ratio (royalty payments and licensing fees to sale ratio) measure technology transfer. The growth rate of real capital stock measures technology adoption. We find that: (1) productivity growth does appear correlated with lagged R&D expenditure for all firms, but R&D still has little effect on productivity growth because of strong negative effect in the short run; (2) exports and technology transaction can raise productivity growth of firms with low R&D ratios; (3) technology adoption indeed would lower current productivity growth, technical changes and efficiency changes as expected; (4) R&D has positive effects on technical changes of firms with low R&D ratios; and (5) technology transfer through technology transaction would raise efficiency changes of both sets of firms and technical changes of firms with high R&D ratios only.
