Property Tax, Development Fee and Equilibrium Urban Land Use

  • 演講摘要 : The local government usually employs the property tax or the development fee (or tax) to finance the local public good. This paper develops an equilibrium bid rent model to explore the different economic effect between property tax and development fee on urban land use. The examination and comparison with numerical simulation between the scheme of property tax and development fee focus on the city boundary, the equilibrium utility level, housing price, urban land rent and residents density at each location, and discuss its policy implication. It is shown that the utility level (city boundary) is always higher (larger) under the development fee than that of under property tax. Also, the housing price curve, the land rent curve and the household density curve are always steeper under the development fee than that of under property tax regime
