演講者簡介 : Richard W. England received his Ph.D. in Economic from University of Michigan in 1974. He is currently serving as Professor of Economics and Natural Resources at University of New Hampshire. His research field is in property taxation, smart growth, land development, local economic development, ecological economics, and state and local government finance.
演講摘要 : Some of the technologies that are central to daily life in the 21st century are disaster prone. That is, their routine operation occasionally results in a major loss of human life and major property damage. What can be done to reduce the risk of disasters associated with the use of modern industrial technologies? I offer a preliminary microeconomic model of management of a disaster-prone technology that emphasizes the need for proper incentives. I also argue that additional economic research is needed if we are to reduce the frequency of industrial catastrophes like Bhopal and Chernobyl.
