本所於 11 月 17 日舉辦「穩定幣政策研討會」，進行「數位資產與全球貨幣金融新秩序：穩定幣、代幣化與監理挑戰」主題論壇。活動由本所張俊仁所長致開幕詞，並由楊淑珺副所長擔任論壇主持人。
本次論壇特別邀請國泰世華銀行研究中心林啟超首席經濟學家、台灣票據交換所黃昱程董事長、台灣金融研訓院高一誠院長，以及臺灣銀行貴金屬部楊天立經理擔任與談嘉賓，從產官研多元視角深入探討議題。活動最後由合辦單位中央廣播電台賴秀如董事長致閉幕詞。
面對全球金融架構的深層轉變，穩定幣已成為連結虛擬資產與法定貨幣的重要機制。台灣如何在新的全球數位金融體系中定位自身角色，備受關注。本所期盼透過此次兼具理論與實務的對話，凝聚見解，共同思索下一階段金融秩序的制度選擇。
On November 17, our institute hosted the Stablecoin Policy Symposium, featuring a thematic forum titled “Digital Assets and the Global Monetary and Financial Order: Stablecoins, Tokenization, and Regulatory Challenges.” The event opened with remarks delivered by our Director, Juin-Jen Chang, and the forum was moderated by Deputy Director Shu-Chun Yang.
The forum brought together distinguished panelists, including Cathay United Bank Research Center Chief Economist Chi-Chao Lin; Taiwan Clearing House Chairman Yu-Cheng Huang; Taiwan Academy of Banking and Finance President Yi-Cheng Kao; and Bank of Taiwan Precious Metals Department Manager Terry Yang. From the perspectives of industry, government, and academia, they engaged in an in-depth and multifaceted exchange of views. The event concluded with closing remarks by Radio Taiwan International Chairperson Cheryl Lai, a co-organizer of the symposium.
As the global financial system undergoes profound structural changes, stablecoins have emerged as an important bridge between virtual assets and fiat currencies. How Taiwan should position itself within this evolving global digital financial architecture has become a topic of great interest. Through this symposium—combining both theoretical and practical insights, we hope to foster a shared understanding and explore potential institutional choices for the next stage of financial development.
